Economic Operational Dimension
“Any society will have to undergo changes over time as a result of various factors. If we let them take their own course aimlessly without appropriate supervision and improvement, they could engender a decadent and chaotic society. It is thus essential that individuals in society help guiding these changes in a correct and creative manner, so as to control and shape them, according to the rules and regulatory measures. Doing so would help to achieve desired goals: peace, stability, and individual progress in society, all of which are holistically called “the development of society.” The late king’s remarks were given during the opening ceremony of the seminar on the topic of “Islamic Lifestyle and Development of Society” at the Thai Muslim Women Foundation of Thailand for the Welfare of Orphans from November 7 to November 11, 1988.
From the Royal Speech, it can be seen that all things change all the time. Similarly, changes took place at CAT Telecom since its inauguration in 2006 from concession era to license system and free competition. This resulted in heightened competition in the telecommunication business for operators in both government and private sector. CAT Telecom has therefore been affected by this competition in areas of market share and decline in prices from services. Therefore changes in the role of state enterprise organization in telecommunication are necessary in order to remain in the competitive business environment and maintain business sustainability into the future.
CAT Telecom is a state enterprise that has a lot of investments in telecommunications as well as telecommunications infrastructure assets both domestically and internationally. Some of its investments overlap with those of TOT Public Company Limited which is also another state enterprise providing the same services. That being the case, they both have an overlapping customer base, prompting CAT Telecom to experience a de cit. Because of the projected de cit in the next couple of years, CAT Telecom has been categorized one of the companies that need a business process improvement plan aimed at making the company prosper and move forward sustainably.Intheforeseeablefuture,CAT could be a main state enterprise that helps to mobilize Thailand’s policy on ICT.
