CAT Telecom launched a community Internet center or USO Net in order to allow people in these communal areas to have access to information tech- nology and a variety of news via Internet in a manner equal to that of city dwellers. They can also look for the information that bene ts their everyday lives in terms of education, religion, health, and livelihood. Having access to information via Internet can also improve the potential of those who lack chances in rural areas as it enables them to know how to use the Internet and encourages youths in these areas to see the bene ts of the use of the Internet wisely and valuably. The details of the locations where USO Net was installed are as follows:
